Thanks for the reply, but our process flow is like when HR triggers the document and do the END Preparation it will trigger the APPRAISEE-CHANGE REQUEST so that employee can do his goal setting as shown below in screen shot in template status change. 
Now issue is, at that phase document is not triggering at ESS and even in business workplace and when its showing at MSS, then also its not showing at manager's business workplace and the document is at non editable mode.
I am not sure whether its workflow issue or something else. Kindly help with some specific inputs urgently
